How were the projects identified?

What exactly will the bond pay for?
Based on the Master Plan, the proposed bond will fund a range of high-priority facility and program improvements identified by the community.
Elementary School Improvements
- Secure entrance vestibule for safety
- Convert special education and lounge areas into kindergarten classrooms
- Renovate third-grade classrooms into special education, lounge, and ADA-compliant restrooms
- Upgrade finishes and casework in grades 1–5 classrooms
Stage Renovations
- Upgrade sound, lighting, and finishes
- Add ADA-accessible lift via renovated shower area
- Convert adjacent office into storage
Multi-Use Spaces
- Install joint sealant around building exterior
- Replace exterior doors and add access controls
- Add operable gym curtain
- Renovate locker rooms and install new lockers
Preschool Enhancements
- Replace casework, windows, and doors
- Upgrade finishes
FCS (Family and Consumer Sciences) Classroom
- Renovate to meet building code and ADA requirements
Why is this needed now?
The district’s facilities are aging, and critical systems, learning spaces, and technology need upgrades to meet current educational standards. According to the survey data, the majority of community members want the district to develop a fiscally responsible long-term facilities plan. Delaying improvements could increase costs due to inflation and could risk falling behind neighboring districts in terms of facilities and student opportunities.
What is the total bonding capacity?
The district has a bonding capacity of $7.36 million projected for Fall 2025.
Are there future projects planned?
Yes. Potential future improvements include:
- A new multipurpose building
- A larger stage
- ADA and safety upgrades to the playground
Are there any building code concerns?
Yes. The existing K–12 building exceeds allowable area limits. Any future additions will require:
- Fire walls and/or A sprinkler system installation
How were costs estimated?
All costs reflect total project expenses, including construction, contingencies, fees, and soft costs. These are current estimates and do not include inflation. They are based on professional experience and industry standards.
What happens if the bond doesn’t pass?
If the bond fails, the district will still need to address facility issues—but projects may be delayed, scaled back, or funded through smaller levies, grants, or the general fund. This could result in higher costs over time or the need to defer maintenance and upgrades. The task force materials emphasize a fiscally responsible long-term plan, implying that the bond is the preferred and most efficient funding path

Even with the new bond, Central City’s overall school tax rate remains competitive with neighboring districts.

Why aren’t we using PPEL funds to pay for these improvements?
July 2023, Axiom Consultants completed a Property Condition Assessment. This report is found here. Some items in this report are able to fixed by Central City School District's staff and other items will be completed by outside contractors. The District will be utilizing SAVE Bond and PPEL to complete these projects.
